Puget Sound Energy (PSE) /CCA Decarbonization Program
Supported by a grant from Puget Sound Energy (PSE), the United Hub Heat Pump Installation for Underserved Communities project is a community-based decarbonization initiative providing no-cost heat pump installations for income-qualified households within PSE’s service area. The project helps low-income families transition from gas heating to high-efficiency electric heat pumps, reducing energy costs, improving indoor air quality, and lowering greenhouse gas emissions. This assistance is offered on a first come, first served basis.


Before you apply
Please review the Income Limit Table, Terms & Conditions and Application Guide below before applying. Make sure that you and your property meet all eligibility requirements for this rebate program:
1. You are a resident within PSE’s service territory, with proof of ownership or operation at the project site.
2. Meet the income eligibility requirement of at or below 80% of the County Area Median Income (AMI).
3. The Premise uses PSE natural gas to fuel the main source of space heating.
Income Limit Table
Your household income must be at or below 80% of the County Area Median Income (AMI) to qualify for this program. Please refer to the income limits for the applicable year (2024 or 2025) to determine your eligibility. If you apply in 2025, use the 2024 income limits. If you apply in 2026, use the 2025 income limits.

Ready to Apply
If you meet the qualifications outlined above, you are invited to apply for the rebate by following these 6 simple steps:

Complete the application form:

Step 2
Receive your rebate code
Check your email for the rebate code after your submit your application form. We will respond within 48 business hours. Share your rebate code only with your chosen contractor.
Step 3
Complete the installation and submission
Once your contractor has completed the installation, they will submit all required documentation on your behalf. Please provide any information they may need for submission at your earliest convenience.
IMPORTANT: All required documents must be submitted before the rebate code expires. Applicants whose rebate code expires may reapply; their new applications will be placed at the end of the queue (waiting list) for review and processing.

Once the documents have been submitted, you will receive a confirmation email. Our team will review the materials and contact you if any revisions or additional information are required.

Step 6
Rebate Issued to Contractor
Once your submission is approved by PSE and your review is submitted, your contractor will receive the rebate directly from UHUB.
Timeline
The rebate code is valid for 90 days.
The completed submission package must be submitted within 30 days of installation.
Once your application is submitted, it will be included in our monthly report to PSE, typically on the 15th of each month. We will carefully review all submissions and will reach out if any issues arise. If everything is in order, you can expect to hear from us when your payment is ready.
As per our standard process, the Service Level Agreement (SLA) for processing rebates is 90 days from the date we receive a complete rebate document package until payment is issued.
