PSE/CCA Decarbonization Program
Application Guide
Note: Before you apply for the grant, carefully read the information below, especially the terms and conditions in Section 7. Take time to consult someone you trust if you are unsure before you hit submit on your application. Understand that when you hit submit, you are electronically accepting the terms and conditions for the grant, including certifying that you meet the eligibility requirements.
1. Program Description
The PSE CCA Decarbonization Grant Program is designed to provide financial assistance to eligible participants implementing decarbonization measures, such as replace natural gas equipment with energy-efficient electric alternatives. The program is to support efforts in reducing carbon emissions, improving energy efficiency, and promoting public health and economic development.
Eligibility for the PSE CCA Decarbonization Grant is limited to:

Residents located within PSE’s service territory.

Household income is at or below 80% of the County AMI.
-
the Premise uses PSE natural gas to fuel the main source of space heating.
2. Application Deadline
Applications for the PSE CCA Decarbonization Grant Program are accepted on a rolling basis until funds are no longer available.
3. Rebate Code Expiration
Applicants who receive a Home Electrification and Appliance Rebates Program code from United Hub have 90 days to apply that code to qualified equipment installation before the code expires. Applicants may reapply if their code expires, and their application will be reassessed at that time based on meeting eligibility requirements and available funding.
Applicants who receive a PSE CCA Carbonization Rebates code from United Hub have 60 days to apply that code to qualified equipment installation before the code expires. The program operates on a first-come, first-served basis. Applicants must submit project invoice within 60 days after a PSE CCA Decarbonization Rebate code was approved. Expired codes may be voided, and applicants will be placed at the end of the waiting list for reapplication. Their applications will then be reassessed for eligibility and available funding.
4. Eligibility Requirements

Applicant must own or rent a property located within PSE’s service territory.

Eligible properties include single-family homes, duplexes, triplexes, fourplexes, townhomes, mobile homes, or condominiums where the applicant has authority to disconnect existing fossil fuel systems.

Household income is at or below 80% of the County AMI

New equipment only (this program is not available for installations already completed).
- All air-source heat pumps must be listed on the Northeast Energy Efficiency Partnership’s (NEEP) Cold Climate Air Source Heat Pump (ccASHP) Product List or meet the most recent ENERGY STAR Cold Climate product criteria.
- All equipment must be ENERGY STAR Certified or CEE North Region Certified.
- All equipment that uses refrigerants must follow the statutory global warming potential (GWP) limits from the Washington State Department of Ecology and the U.S. Environmental Protection Agency (EPA), and where technically and economically feasible, must use low GWP refrigerants listed by the EPA’s Significant New Alternatives Policy (SNAP) Program, or the California Air Resources Board (CARB).
5. How to Apply
Applicants must complete and submit a PSE CCA Decarbonization Rebate Application online at https://www.uhub.ngo/pserebate
• Applications should be submitted electronically. If you do not have computer access, you may use a local library or contact info@uhub.ngo for assistance.
• Do not mail or email applications.
Applications will be processed in the order received. Applications will be approved if the applicant submits all required information, is otherwise eligible, and funding is still available. All applicants will be notified about application status via email within seven business days of submitting the application. Approved applicants will receive a numeric code to share with their appliance installer.
6. Redeeming the Rebate
Applicants who receive a PSE CCA Decarbonization Rebate code may redeem that code through the following steps:

Provide the code to a contractor participating in the PSE CCA Decarbonization Grant Program.

The contractor will confirm which equipment qualifies and applies the rebate directly to the installation quote, effectively acting as a “point-of-sale” grant.

The rebate code must be used within 60 days of issuance.
7. Terms and Conditions
By participating in the PSE CCA Decarbonization Grant Program, the applicant (“Owner”) certifies that all information provided is true and correct:
• You own or rent the property located within PSE’s service territory and are authorized to approve installation of qualified decarbonization measures.
• The property is an eligible residence approved by the program.
• Existing fossil fuel heating or energy systems will be disconnected or replaced as required.
• The installed equipment or system meets all program qualifications listed above.
